GENERAL INFORMATION

 

 

  1. RACE OFFICE:

A Race Office will be open in the Arklow Sailing Club as follows;

Saturday  30th  September                             1200hrs

Race Days                                          1630hrs – 1730hrs  or after the race

Boats can obtain copies of these sailing instructions from the race office directly.

 

B.    TEMPORARY MEMBERSHIP

All owners and their crews competing in the Event will be temporary members of The Arklow Sailing Club for the days of the Regatta and will be bound by the Constitution and rules of the Club.  The Club reserves the right to withdraw such temporary membership.

 

  1. ACKNOWLEDGMENTS:

The Flag Officers and Committee of the Arklow Sailing Club gratefully acknowledge the sponsorship, assistance and co-operation of the Arklow Marina Ltd.

 

  1. INFORMATION FOR COMPETITORS:
  2. Protest hearings will be scheduled to be heard on the Wednesday evening following the race except on the 28th October, where hearings will be scheduled to be heard as soon as possible after racing (See separate sailing instruction below)
  3. The prize giving will be held in the Arklow Sailing Club on Saturday 28th October 2017 as soon as possible after results are issued or as soon as possible thereafter following any protest hearing.

 

  1. RADIO COMMUNICATION:

A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats.  This restriction also applies to mobile phones.  The working channel for the race committee to competitors will be Channel 14.  Competitors are asked not to use this channel except in the event of emergency or retirement. 

 

 

 

SAILING INSTRUCTIONS

 

 

 

 


  1. ORGANISING AUTHORITY AND RULES:
    • The Organising Authority is Arklow Sailing Club.
    • The Event will be governed by the rules as defined in the Racing Rules of Sailing (RRS) 2017 -2020.
    • The prescriptions of the Irish Sailing Association (ISA) will apply.
    • The IR2000(IRC) rating rule (including any current amendments), the ISA ECHO Performance System, the ISAF/ORC Safety Regulations Category 4, the Class Association Rules where applicable, and the Notice of Race.
    • In the event of any conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions shall prevail.

 

 

  1. ELIGABILITY:

2.1   Eligible Boats are those in the classes listed in the associated Notice of Race that comply with the relevant Class Rules, handicapping system rules and entry requirements.

 

 

  1. SAFETY:

3.1   The safety of a boat and her crew is the sole and inescapable responsibility of the owner(s) or the owner’s representative whose obligation it is to ensure that the boat is fully sound, seaworthy, manned by an experienced crew and equipped with all the necessary safety equipment.  Neither these Sailing Instructions nor any action of the organising authority shall in any way limit or reduce the complete and unlimited responsibility of the owner(s) or the owner’s representative.

3.2   Arklow Sailing Club, Arklow Marina Ltd., its Members, servants or agents, the Sponsors or Members or Officials connected with the event, shall not accept any responsibility for any loss, damage, injury or other claim of whatever nature howsoever caused arising from or caused in connection with participation, or intended participation in, this event.

  • Competitor’s attention is drawn specifically to the Racing Rules of Sailing – Part 1 –Fundamental Rules.
  • Please ensure that all boats comply with the Department of Marine – Statutory instruments S.I. No. 259 of 2004 Merchant Shipping (Pleasure Craft) (Lifejackets and Operation) (Safety) Regulation 2004.

 

 

  1. INSURANCE
  • Boat Owners and competing crews shall ensure that they are adequately insured against loss, damage, or injury to persons, boats or equipment at all times and however occurring and shall maintain third party insurance cover of not less than one million two hundred and seventy five thousand EURO(€1,275,000) and shall produce a valid certificate of insurance upon request.

 

 

  1. CHANGES IN SAILING INSTRUCTIONS AND NOTICES TO COMPETITORS

5.1   Changes to these Sailing Instructions and/or Notices to competitors shall be posted on the official notice board for the event that shall be located in the Arklow Sailing Club.

  • Such changes to these Sailing Instructions and/or Notices to Competitors shall be posted on the Notice Board before 1200hrs on Saturday   30th September 2017, except that any changes to the schedule of races shall be posted before 1200hrs on the day it will take effect.

 

 

  1. SIGNALS MADE ASHORE:
  • There shall be no signals made ashore.

 

 

  1. DESIGNATING THE COURSE:

7.1   The course for each race shall be a Fixed Mark Course using fixed Arklow Sailing Club marks as per Appendix 1.  The Course to be sailed shall be announced on VHF Ch14 before the warning signal for each race.

7.2 weather permitting there will be two offshore races scheduled for 7th and 21th October – details will be posted on the club notice board. The offshore races replace 2 short races on the schedule and with first warning signal at 1155.  

 

 


  1. SCHEDULE OF RACES:
  • Racing shall be provided for two Class’s although there will be separate starts for boats designated Cruiser I (std Echo ≥ 0.97) and Cruiser II (std Echo ≤ 0.969) This split on class is provisional depending on the number of boat entered in the series.

  • Race 2, Race 5 and Race 8 will take place as soon as possible after the completion of Race 1, Race 4 and Race 7 respectively.
  • Note that offshore race’s may take place on the 7th and 21st subject to weather conditions
  • On each day of racing no warning signal for any class in the sequence will be made after 1615hrs.

8.5       The race committee may alter the schedule of racing at its own discretion.

 

 

  1. HANDICAPS AND DIVISION OF CLASSES:

9.1   The Committee reserves the right to allocate a boat to any class within the Handicap Classes (for starting purposes only).

  • All boats will race under current ECHO handicapping and IRC handicaps where available.
  • Cruiser Class 1 code flag shall be ICF Numeral pennant 1. (for starting purposes only)

Cruiser Class 2 code flag shall be ICF Numeral pennant 2.  (for starting purposes only)

  • The Committee will adjust ECHO handicaps on a race by race basis – ASC progressive handicapping. These adjustments shall not be the subject of a protest
  • A minimum entry of 3 boats to form a class

 

  1. Racing Area:

10.1 The racing area shall be covered by Admiralty Charts Number 633 or 1787.

 

  1. Course :

11.1 ASC Course card 2015 is the correct course card

11.2 Rule 28.2 is in force

Competitors are reminded of rule 28.2: All marks on a given course are to be rounded/passed as indicated on the course card. A string representing a boats track from the time she begins to approach the starting line from its pre-start side to start until she finishes shall, when drawn taut, (a)pass each mark on the required side and in the correct order, (b)touch each rounding mark, (c)pass between the marks of a gate from the direction of the previous mark. She may correct any errors to comply with this rule, provided she has not finished

 

 

11.7 Finishing  lines are those listed on the course  card  – unless course shortened by OOD

 

  1. The Start:

12.1 The starting system for all races shall be in accordance with RRS 26. (Sound signals only)

12.2 The starting lines shall be as outlined in Appendix 1 (or advised separately on VHF Ch14).

  • Boats whose Warning Signal has not been made shall keep clear of the starting area.
  • A boat shall not start later than 10 minutes after her starting signal.

 

  1. Recalls:
  • RRS 29.2 (Individual Recalls) shall apply. RRS 29.3 (General Recalls) shall apply.
  • Individual recalls – a boat must round the ends  to restart

 

 

 

 

13.3  Rule 30.1 is in place for all racing. If any part of a       boats hull, crew or equipment is on the course   side of the starting line or one of its extensions      during the last minute before her starting signal,   she shall thereafter sail from the course side          across an extension to the pre-start side before

               starting. Boats failing do this they will be scored    OCS for that race.

 

  • After a general recall for any class, either RRS 30.2 (20% Penalty) or RRS 30.3 (Black Flag) penalty may apply for the subsequent start(s) of that class at the discretion of the Race Officer.

 

13.5 The Race Committee MAY announce individual and general recalls on VHF Channel 14.

  1. Change of Course after the Start:
    • A change of course shall be signalled on VHF Channel 14 as the lead boat on the water approaches the mark beginning the leg being changed. The change will be signalled before the leading boat has begun the leg.

 

 

  1. Shortening Course:
  • The Race Officer may shorten all courses by announcement on VHF Channel 14. The announcement to shorten the race shall be made before the lead boat rounds the mark commencing the new final leg of the shortened race.  In all cases the shortened race shall be from the next mark to be rounded to the finish line advised by OOD.

 

  1. Penalties for Breaking Rule of Part 2:

19.1 Rules 44.1, 44.2 shall apply.

19.2 Rule 44.3 shall NOT apply.

 

  1. The Finish:

20.1 the finish line for each race will be announced by the OOD on vhf prior to start of a race.

 

20.2 Finish lines are those as listed on the course card for each course, they are to be crossed as per course card – due to the temporary course layout this requirement may be contrary to RRS on certain legs

 

  1. Time Limit:

21.1 The time limit for each race and class shall be

1 hr 45mins from the first starting signal except that if any boat in that class finishes within 1hr 45mins from their valid starting signal the time limit for that class will be 30mins after the second boat to finish in its class.

       On the days when the longer races run, the time limit will be 5 hours

21.2 No warning signal shall be made after 1615hrs on each day of racing.

 

  1. Protests:

22.1 Protests shall conform to the requirements of RRS Part 5, Section A, and shall be written on ISA protest forms (This amends RRS 61.2)

22.2 Protesting boats shall inform the Officer of the Day and shall receive an acknowledgement before leaving the racing area. 

22.3 Protests shall be lodged with the Race office within 1½ hour after the last boat’s finish in the last race of the day.

 

  1. Scoring:

23.1 There shall be no race unless two or more boats sail about in the vicinity of the starting line between their preparatory and starting signals.

23.2 If only one race is completed this shall constitute the series.

23.3 The Low-Point Scoring System shall be used in accordance with RRS Appendix A.

23.4 RRS 35 shall apply.

23.5 When there is a tie in the series points between two or more boats, it will be broken in accordance with RRS Appendix A.

23.6 The lowest total score in the series will win.  There will be one discard if at least 5 races are run.

 

  1. Special Notices:
